Electronic visit verification (EVV) was intended to be an electronic time sheet for home health care and personal care services to verify that attendants delivered assistance at a client's home. EVV is a federal requirement passed by Congress as part of the 21st Century Cures Act.
EVV goes into effect nationwide January 2020. Some states have already introduced EVV systems into individual homes. Where it has been implemented, states are gravely misusing and abusing their position of power. EVV devices aren’t simply electronic clocking in and out on a time sheet. They often use GPS tracking, biometric data collection (such as fingerprinting), camera and audio recording.
Electronic visit verification is an infringement on personal privacy in the spaces of our homes. EVV further erodes the consumer-directed service programs and independent living movement.
